Initialize the provisioning handler with a static OOB value.

Parameters

oob_val	Static OOB value, or NULL to disable static OOB. The pointer must remain valid for as long as the device may be provisioned.
oob_len	Length of the static OOB value, in bytes. Must be zero if oob_val is NULL, otherwise non-zero.

Returns

The provisioning properties to pass to bt_mesh_init(), or NULL on invalid parameters or if the provisioning handler has already been initialized.
