Suspend the console/UART device to cut idle current.
Polling-mode UART console backends never call pm_device_runtime_put() on their own, so
CONFIG_PM_DEVICE_RUNTIME
alone does not suspend them: the UART (and whatever clock it requests) stays fully active for as long as the application is running, including while it is otherwise idle. Call this right before going idle (for example, right before a k_sleep() or k_sem_take() with a long or infinite timeout) to suspend the device backing the "zephyr,console" chosen node, then call nrf71_idle_power_resume_console() again before the next print.
No-op if there is no "zephyr,console" chosen node, or if the device is not ready.
