Check whether the Wi-Fi FMAC transport is ready for coex commands.

Coexistence commands can only be forwarded to the Coexistence Manager once the Wi-Fi driver has brought up the RPU and established the FMAC control path. Callers should verify readiness before attempting to send.

Return values

true	The FMAC transport is ready.
false	The Wi-Fi driver/RPU is not (yet) ready.
