LE Read Transmit Power.

The description below is extracted from Core_v6.3, Vol 4, Part E, Section 7.8.74

This command is used to read the minimum and maximum transmit powers supported by the Controller across all supported PHYs.

When the HCI_LE_Read _Transmit_Power command has completed, an HCI_Command_Complete event shall be generated.
