Support Broadcast Isochronous streams as a sink.

After this API is called, the controller will support the HCI commands related to Broadcast Isochronous channels as a sink

Note

This API must be called before sdc_cfg_set() and sdc_enable(). Use sdc_support_helper() with this function to make sure it is called at the right time.
