Setup SRTP contexts.

Parameters

[out]	srtp_ctx	SRTP context to be setup.
[out]	srtcp_ctx	SRTCP context to be setup.
	key	Master key.
	key_size	Size of the master key (16, 24, or 32 bytes).
	salt	Master salt (ocrypto_srtp_SALT_SIZE bytes).
	tag_size	Size of the authentication tag.
	ssrc	Synchronization source.
