Configures the maximum number of decision instructions tests that can be stored in the controller when supporting decision-based advertising filtering while scanning.

The Core Specification requires the Controller to support at least 8 tests.

Default: SDC_DEFAULT_SCAN_DECISION_INSTRUCTIONS_COUNT.
